Create change locally by finding a "champion." Set up meetings with your council members (they should have open hours where they meet with citizens) and ask them if they would be interested in ending health discrimination by decriminalizing any drugs. If decrim isn't yet feasible, the next best change is to deprioritize drug offenses in law enforcement ranking it the lowest priority.
